User Rates
PLEASE NOTE: Visit our Billing Rates page to view updated user rates charges effective January 1, 2024.
User rates statements cover water, sewer and garbage fees. Statements are issued to property owners 3 times per year, approximately every 4 months. Properties are billed at different times of the year according to location.
MyCity
View your user rates statements, payment transactions and water consumption online through your MyCity account. You can also request to have bills delivered by email instead of regular mail from MyCity. Don’t have a MyCity account? Register now.
Note: You will need your account number and access code to add your user rates account to your MyCity profile. This info is shown on the top right corner of your statement.
Receive a 5% Discount
If you pay your bill on or before the discount date, you will receive a 5% discount on your charges.
Unpaid Fees
If you do not pay your user fees, the discount will be lost and your balance will accumulate. Outstanding balances as of December 31 of each year will be transferred to property tax arrears. Interest will accrue daily beginning January 1st.
Paying your User Rates
Pay Online
Log in to your bank's website, go to the pay bill section and search for “Nanaimo” and select either “User Rates, Utilities, or Water” payee options. Use the 6-digit account number located on the top right corner of the user rates statement.
You can also pay in person at your local branch or by telephone banking.
Please allow 3-5 business days for online banking payments to be reflected on your account.
To pay by mail, send your cheque to our payment address below. Please ensure your account number is referenced.

You may also drop your payment in the secure mail slot located outside the main entrance of the Service and Resource Center located at 411 Dunsmuir Street. This mail slow is accessible 24 hours a day.
Pre-Authorized Withdrawal (PAWS) plan:
Consider enrolling in the Auto Debit plan to enjoy the following benefits:
- You will always receive a 5% discount on each statement
- No more mailing cheques, waiting in line, or missing the discount deadline
- No balance will be transferred to the property tax account on Dec 31.
