Delegation Information
(As per "Council Procedure Bylaw 2018 No. 7272")
To appear as a delegation before Council or a Committee you must submit a written request to the Legislative Services Department outlining the presentation topic. All delegation requests are reviewed by the Corporate Officer.

Providing a Presentation?
If you intend to provide an audio/visual presentation as part of your delegation these materials must be provided to the Legislative Services Department before the delegation deadline. Digital presentations are not accepted at the meeting and electronic participants will not be permitted to share their screens.
Presentations must be in PowerPoint or PDF format with a clear order to the slides. A remote control will be provided to you at the meeting for you to control your images. Please arrive 10 minutes before the meeting to check in with technical support staff. If participating electronically a staff member will advance the slides for you when you say "next slide".
Once at the meeting, let the Recording Secretary or Corporate Officer know you are in attendance. You will be called when it is time to make your presentation to Council.
Meeting Types:
Council Meetings:
Council Meetings are generally held the 1st and 3rd Monday of the month at 7:00 pm, in the Shaw Auditorium in the Vancouver Island Conference Centre located at 80 Commercial Street.
Council agendas are published on the City of Nanaimo website on Wednesday five days before the meeting. Your delegation request, along with a copy of your presentation and supporting documentation, if applicable, must be received prior to 11:00 a.m. the Friday before the meeting.
Special Council Meetings held after a Public Hearing:
Special Council (Public Hearing) Meetings are generally held the 3rd Thursday of the month at 7:00 pm, in the Shaw Auditorium in the Vancouver Island Conference Centre located at 80 Commercial Street. The agendas are published on the City of Nanaimo website on the Thursday before the meeting.
For Special Council Meetings held after a Public Hearing, your delegation request must be received prior to 11:00 a.m. the Wednesday before the meeting. Please note for topics related to bylaw contraventions or remedial actions the Chair will provide an opportunity for property owners to speak if attending in person. A delegation request is only required if you wish to participate electronically via Zoom.
Finance and Audit Committee Meetings:
Finance and Audit Committee meetings are typically held the 3rd Wednesday of the month at 9:00 a.m. Delegation requests seeking funding or related to financial matters will be directed to the next available Finance and Audit Committee Meeting. Your delegation request must be received prior to 11:00 a.m. the Tuesday before the meeting. To learn more about the Finance and Audit Committee click here.

Please note:
- All speakers on any item will be given five minutes to speak. A maximum of four delegation will be permitted regarding items not listed on a Council agenda. Multiple delegations from the same organization or group, regarding the same topic, will be combined and have a five minute time limitation.
- Topics must be within the municipal jurisdiction. Council will not permit a delegation to address Council on topics noted in Section 19.15 of the "Council Procedure Bylaw 2018, No. 7272".
