Sustainability End Goal

The desirable end goal is there are zero traffic-related fatalities. The interim target is to achieve the same safety level as Sweden, a global leader in road safety that currently has fewer than 2 fatalities per 100,000 population.

How The Score Is Calculated

This is an exception where the metric needs an adjustment (Refer to B4 Approach in Draft Monitoring Strategy). The score is calculated as follows: 

Score = 100% - 0.1 x actual traffic-related fatality rate x 100%, where a score of 100% means Nanaimo's traffic-related fatality rate is zero. 

If the actual fatality rate is 1 fatality per 100,000 population, the score will be 90%. If the actual fatality rate is 10 or greater, the score will be 0%.

Why We Measure This

The City Plan states we should work towards eliminating traffic related fatalities on the city street network. Road safety is a top priority for enhancing active mobility.

How We Measure It

The City’s Transportation Team receives and reviews annual data on traffic-related fatalities from the Insurance Corporation of British Columbia. They set the upper limit (i.e. 0% performance score) of the traffic-related fatality rate to be 10 fatalities per 100,000 population based on their knowledge of poor performers among Canadian provinces.
