February 25, 2019 Regular Council Summary
Committee Recommendations
A joint application will be submitted to the Human Resources and Skills Development Canada New Horizons for Seniors Program. The program is aimed to enhance social connectivity amongst adults 55 years and older.
A consultation plan regarding the regulation of single-use checkout bags, and a budget of $15,350 for the project, has been approved.
Repairs to the Bastion Street Parkade will be completed with $136,100 in funding approved.
New time limit parking signs will be installed downtown, where meters were previously vandalized, with $17,500 in funding approved.
Three new pedestrian warning flashers, to be funded by ICBC and the New Horizons Senior Program, will be installed at the following locations: Hammond Bay Road at Williamson Road, Jingle Pot Road at Labieux Road and Boundary Avenue at Nightingale Crescent.
A new automated garbage truck will be purchased, with up to $432,396 to be borrowed from the Municipal Finance Authority.
The key date calendar for Finance and Audit Committee in 2019 has been set.

Financial Plan Amendment
The Financial Plan Amendment Bylaw 2019 No. 7253.04 passed three readings.
Section 10 a
Bylaw Updates
Bylaw amendments related to taking overnight shelter in City parks, enforcement and other regulatory matters passed three readings.
Section 10b
A new Public Nuisance Bylaw and an amendment to the enforcement bylaw, including new offences and updated fine amounts, passed three readings.
Section 10 c
Amendments to the Cross Connection Control Bylaw and the corresponding enforcement bylaw passed three readings.
Section 10 d
A smoking regulation bylaw and enforcement bylaw were adopted, as was a highway closure and dedication removal bylaw for a portion of Labieux Road adjacent to 2560 Bowen Road.

Home-Based Business Regulations
Amendments to home-based business regulations including zoning, signage and parking will be brought forward to Council for review.
Section 10 e
Rezoning application
A rezoning application for 4900 Island Highway North, requesting an amendment to the Community Corridor (COR3) Zone to allow the development of two automobile sales dealerships will be brought forward to a public hearing.
Section 10 f
Development around Nanaimo
Development Variance Permits were issued for 60 Bryden Street and 3583 Hammond Bay Road.
