Hospital Area Plan and Parking Strategy
To address the continued expansion of both the Nanaimo Regional General Hospital (NRGH) and the Dufferin Crescent corridor, area residents created a Plan to guide the on-going development in the Hospital Area for the mutual benefit of local residents, daytime hospital users, and neighbourhood business. The plan examines:
- Land use
- Local services
- Parks and open spaces
- Public realm and neighbourhood character
- Transportation network, and
- Parking.
Council adopted the Hospital Area Plan at its regular meeting on August 13, 2018. Additionally, the City prepared a Hospital Area Parking Strategy to better manage on-street parking in the hospital area.
Implementing the Hospital Area Parking Strategy was initially
postponed due to the COVID-19 pandemic. As the situation has remained
relatively stable in the Vancouver Island Health region, the project is once
again resuming. This will include 2 hour parking on nearby city streets (resident except in some areas) and pay
parking close to the hospital itself. Making this change will assist residents of the nearby area to park comfortably, while still allowing temporary parking for visitors of the hospital and staff. More information can be found in the

Parking Counts - Background
Steering Committee
The Hospital Area Plan process was overseen by the Community Planning and Development Committee (CPD). Its mandate includes making recommendations to Council on proposed initiatives related to the Official Community Plan (OCP). As area plans require a bylaw amendment to the OCP, Council was required to adopt the Hospital Area Plan prior to completing the planning process.
The Committee’s Terms of Reference provides for neighbourhood associations or representative groups to participate in Committee meetings as non-voting members to review proposed area or neighbourhood plans. As the Hospital Area Neighbourhood Association (HANA) includes and extends beyond the Plan Area, representatives from HANA were invited to participate in the Steering Committee meetings.
Parking Management
As the city grows in population, efficient parking management is becoming increasingly more essential. Parking management is an important part of the Nanaimo Transportation Plan and part of this management is controlling spill over from major destinations, such as NRGH, into surrounding neighbourhoods. A comprehensive Hospital Area Parking Strategy was sought and created to reduce conflicts between nearby residents and those working or visiting NRGH. This will ensure that residents have adequate on street parking, while those going to NRGH still have a sufficient ability to park to visit or work.
